v. 1-3 The people complained
4-12 God promises bread and meat
13-21 God sent quail and gave bread
22-31 The commandment to keep the Sabbath
31-36 An omer of manna kept for a memorial

The people had run out of food and water in the middle of the desert? Where were they going to get food in the middle of the desert? God provided them with quail and manna.
